Ald. Diana Hutchison admitted the petitioner may not have been completely clear in explaining the project, but added: ‘‘We have to respect the work this citizen did and we must respect the rules which in my opinion are fair.”’ In order for such local im- provement projects to go ahead, there must be two-thirds support from area residents. Ald. Donald Griffiths also said council should go ahead with the project, rather than ‘‘frivolously”’ defeat it. Ald. David Finkty said it is not frivolous to take into account the will of the public. Clerk Doug Allan suggested a statement be included on petitions, saying that names cannot be removed after petitions are receiv- ed by the clerk's office.
