In 1981 Strasman agreed to sell this property to an Alber- ta company called Miranda Holdings Ltd., who wanted to build an apartment. But Miranda would only agree to buy if the rezoning took place. To permit this, in late 1981, the property was rezon- ed to allow the building of a high-rise. Then, possibly due to a falling housing market, Miranda backed out of the deal. Strasman’s company, B & E Services,- was left with the rezoned property on its hands. According to a City staff report, Strasman has ‘‘apparently attempted to market the site as a potential ‘I’ve never seen a site like it before...,’” added Williams. ‘‘A zoning for a higher use has led to a lower economic value. Usually it’s the reverse.”’ Strasman wants the land rezoned for commercial use, as it was originally. If this is done, he has a least one in- terested buyer who wants to put a grocery store on the property, he told council. But in a repert City staff objects. The report says such a reversal is ‘‘not in keeping with the designation of the Official Community Plan, which recontmends High Density Residential use.’’ The Official Community Plan is ‘‘paramount,’’ reads the report. ‘‘The plan should not be treated as a mere technicality which may be manipulated m order to achieve short term goals in an uncertain economic chmate.’’ The report notes that ‘‘it was the owner and his authorized agents who in- itiated this rezoning applicaiton.”’ “It’s not the City’s pro- blem,’” said Ald. John Braithwaite. Added Ald. Ralph Hall, ‘‘Don’t you (Strasman) think council should be thinking of plann- ing for the City, rather than trying to extricate you from a problem?’’ Hall then put forward City staff's recommendation that Strasman’‘s rezoning request be rejected. But Strasman’s request is, for the moment, on hold. A motion put forward by Ald.
