FROM PAGE A1 municipal employees saying the decision was “nothing to do with the attitude of West Van crews” but with ecomonics. But the Municipal Em- ployees Association insists that it would be cheaper and better for West Van to keep the existing service “if ably and properly administered.” Blair Anderson, association president, said “council says they’re saving $250,000, I dispute that.” Two in-camera meetings of council and the association last week didn’t resolve the conflict. The contract price is fixed but for a cost of living adjustment so council anticipates nothing but savings for the next five years. There are 14 garbage collectors presently working for the municipality. Council promised = earlier that the collectors would have the option of joining the new firm or of being transferred to other municipal departments. According to Anderson, two of the 14 will probably accept jobs with Haul-Away, seven will be absorbed into other departments and projects and five casual workers will be laid off. Anderson accused management of going back on a promise and suggested that casual workers were hired because they could be easily dismissed once contracting began. He accused council of merely paying “lip service” to the concerns of the workers. “The bottom line.is still the erosion of 14 of our membership" Anderson stated. CHANGES There will be some changes in garbage collection policies under the new contract which will affect West Van residents. The old two cams per home limit will be removed and garden refuse, properly packed, can now be in- cluded in garbage to help compensate for the new domestic burning restric- tions. Aldermen Diana _ Hut- chinson and George Morfitt emphasized the importance of recycling and composting to keep garbage to a minimum. Alderman Don Lanskail suggested they keep the two can minimum and levy a charge for extra garbage pick up. “Landfills will come to an end” he predicted citing the problems at the Premier Street dump. In order to reduce garbage he said you “need both a carrot and a _ stick.” Recycling is the carrot, and charges are the stick, he added. In the new year there will be a fixed collection day each week which will be moved forward one day, only during the week of a statutory holiday. The example given at the council meeting was if your collection day is Tuesday, and a holiday falls on Monday, your collection day will be Wednesday for that week only. The following week it will be Tuesday again. At the moment, the collection day moves for- ward for a holiday and stays at the new day until the next holiday when it changes again. In a building of more than six units, commercial pick- up will be required. Conversely, small businesses with “less than one cubic metre of garbage per week” (about five or six cans according to staff) may use regular pick-up service “upon payment of the ap- propriate fee” says the contract. The contract also specifies that complaints will be the responsibility of the con- tractor, although when asked at the council meeting, Director of Operations Don Walker, replied complaints would still be handled by the municipality and “travel in the same way and with the same speed.” .
