Group homes bylaw faces wait Neighborhood approval key issue | North Vancouver will ve to, wait over three months tor a unified group homes bylaw - and only then, if the two councils can agree on one. . North Vancouver City council last week dealt with a request by North Van District Mayor Don Bell that the two councils meet to try and come up with a joint policy on group homes. City Mayor Jack Loucks said the two councils would not be able to hold a joint meeting until at least the end of August or early Sep- tember. After that, indications from City staff are that if a joint bylaw was agreed upon, it would take about two months after that, for this bylaw to become legal. Bell is concerned that if the group home bylaws on the North Shore are not standardize’, the District, which has more lenient bylaw, wil ome a “haven” for group homes. Loucks said that because two council members were absent on Monday night, the issue of neighbourhood approval should not be discussed at that time. APPROVAL The main difference between the City and the District’s bylaws and the main stumbling block for establishing a joint bylaw, is the question of neigh- borhood approval. While the City requires that a simple majority - of neighbors approve of a group home in an area, no such neighborhood approval is required by the District. Despite Loucks’ request, two City aldermen did comment on the question of neighborhood approval and x permitted in Ambleside Park east of the swimming pool! North Vancouver City Administrator Ed Raymond outlined the procedure that would have to be undertaken if a joint bylaw was -agreed upon and said this process would take about two months. If the two councils decided on a joint bylaw, this bylaw would have to be prepared by staff, then referred to the Advisory Planning Commission for comment, then referred to a public hearing, and finally adopted by council. Currently, the staff of the two municipalities are not: working on a joint bylaw but are keeping each other informed on what is hap- pening.
