WV Chamber of Commerce opposes GST

THE WEST Vancouver Chamber
of Commerce has become the lat-
est group to voice its opposition to
the federal government's proposed
Goods and Services Tax (GST).

Wilson's proposed seven per cent
GST as a ‘‘disappointment."*

“The chamber has significant
concerns both in terms of the prin-
ciples and the application of a
GST,"* said Treadwell. ‘*While the
replacement of the Manufacturer’s
Sales Tax may be necessary, the
GST as proposed, is not an ac-
ceptable alternative."'

Treadwell argued that the GST
will result in a “proliferation of
exemptions’’ that wili result in the
GST becoming more complex in its
administration and harder to un-
derstand by the general public.

She added that the tax should be
collected on a broader base of
commodities and services and that
no exemptions be allowed.
Treadwell said those provinces that
have a provincial sales tax should
be allowed to combine that tax
with the GST.

“It is increasingly apparent that
many Canadians simply do not
trust the government to keep its
promises that the tax will have a
positive impact, and they are wary
of such a far-reaching national
sales tax being imposed without
the assurance from government
that equally strong measures are

She added that while the
chamber does not think the federal
government should scrap ‘‘the
concept of a form of GST," O1-
tawa should give serious con-
sideration to some of the alter-
natives being proposed.

Treadwell said in order for the
GST to be ‘‘acceptable to the Ca-
nadian taxpayer,’" the government
must make sure the GST be reve-
nue neutral, comprehensive, be
combined with provincial sales
taxes and that it be ‘‘visible to the
consumer.”

‘(The GST) should be added on

at the cash register so that con-
sumers are aware of how much
federal sales tax they're paying,
and both provincial and federal
governments can be held account-
able for any increases they may
impose,”’ said Treadwell.

She added that the federal gov-
ernment should also provide tax
credits to lessen the impact of the
GST on lower income groups.

“Unless the federal government
implements the changes proposed,
the chamber will be justified in
withholding its support for a
Goods and Services Tax,” said
