David Finlay stated Monday that he will continue to work for International Land Corp., despite recent charges of potential conflict of interest regarding the company’s rezoning application for Fish- erman’s Cove. Finlay, a lawyer, had done unrelated conveyancing work on some of International Land’s North Vancouver properties. He did noi discount the possibility of working on their West Vancouver properties in the future, however. “Of course, if anything comes up in West Vancouver, | will not vote on it (in council),’' Finlay Stated. “*My conscience is clear that at all times I have properly conducted myself in my role as alderman and have always acted in the best inter- ests of the citizens of West Van- couver,’’ Finlay said in a prepared statement at an earlier West Van- couver District Council meeting. Fisherman’s Cove resident Bar- tie Adams was surprised that Ald. Finlay will not disassociate himself from International Land Corp., a development company that is quite active in West Van. “If they (aldermen) see it (con- flict of interest) coming, they should avoid it,’’ Adams told the News. After reading the statement in which he justified his actions, Finlay suggested that a set of guidelines on conflict of interest be prepared to assist council members. A motion guidelines was subsequently passed later during the council meeting. A suggestion from Ald. At that time, Finlay stated that he had a poten- tial conflict of interest and left the meeting. But.. several cove residents wondered why Finlay had, in ihe months previous, continued to act as head of the Planning Committee in moving the cove proposal ahead. “I am absolutely satisfied that my timing was correct since prior to that time no conflict existed. All prior council resolutions are pro- cedural resolutions passed unani- mously by council,’’ Finlay ex- plained. On the advice of municipal law- yers, council has determined that they have no statutory grounds on . which to disqualify Finlay from holding office. But statutory law only speaks to obvious cases wherein a council member has a contract with the company that has come before council. Four or more citizens can take a council member to court and obtain a conflict of interest ruling on much broader terms.
