Dear Editor: It was disappointing listening to some North Vancouver Distnct Council mem- bers during their Jan. 19 deliberation of the Garden Avenue issue. The Edgemont Community Association (ECA) had communicated its concerns abou: potential adverse effects on the Upper Capilano Community, which would, result from closure of this major artery. Even knowing this, most members of council, one of whom was in attendance at this ECA meeting, chose to ignore these concerns. The so-called 50-50 split between local/non-local use of collector roads was the main argument used to justify reduc- tion of the noa-local use of Garden Avenue. Such a key premise deserves proper justification, such as hard data from simi- | lar other collector roads in che district, north shore news MAIL Box Concerns of Garden Avenue ‘residents ignored by NV District not just some off-the-cuff remark by a Hamilton Associates consultant. Councillors have a duty to be sure of the facts (or ar least use some common- sense) before they make decisions on such an important matter. Streets provide, as one of their main functions, the safe transport of people and goods. The traditional use of streets forms the back-bonc in the decision of where people decide they will live (as Realtors put it: location, location, loca- tion). To radically change the rules is morally (and probably legally) reprehen- sible. In addition, it was never shown that diverting northbound traffic trom Garden Avenue to Capilano Road improves the overall safecy of district res- idents. The information provided does not even support the secondary goal of improving the other livability aspects of all district residents. Ar least one council member is willing to punish a class of drivers in order to promote improvements in public rransit. It's unreasonable to close roads as 3 wav to force peaple to take the bus. In ny opinion, such a policy is not support- ed by the public. The public has time and time again said that they are willing to support improvements in public trans- port, but nor at the expense of the cur- rent usage. A fair user-pay system — ves, restrictions on traditional use — no. For some councillors to advocat: the use of a collector road for the exclusive use of buses did not serve the interests of either the local or broader community. Finally, to propose significant road changes without consulting the broader community showed a lack of due process.
