It is one thing to designate. “small neighborhood parks and forego the land sale revenue on a handful of Jots at a time, some- . thing the district has accomplished frequently in the last five years. However, it is something com- pletely different to choose not even to investigate the financial poten- tial of arban reserves originally expected to accommodate 2.150 housing units. So why would councillors com- mitted to the best interests of the district as a whole make such a choice just a few short weeks after dgrecing to reconnaissance surveys of the areas? Councillors Cuthbert,- Ernie Crist and Janice Harris have argued from the beginning that the social side effects of traffic, pollu- tion, school crowding — and increased strains on urban infra- structure cost more than large new developments provide in revenue. But Dykeman and councillors Don Bell, Pamela Goldsmith-Jones and Pat Munroe were ail on record us supporting the need for full : information before making choices. . about the use of these lands. Why did three councillors switch their position to a side that can claim the moral high-ground of preservation but leaves itself open to a charge of fiscal impru- dence? In the final analysis it was prob- ubly the numbers. Close to one half the population of Seymour have. to date, signed GUARD’s petition opposing development. By comparison, — anything approaching a 30% turnout of vot- ers for a municipal election is cause for celebration. And in the face of such num- bers council had to give itself some credibility in the cyes of an elec- torate disillusioned with govern- ment in general. The 6-1 vote in favor of PRO zoning is also misleading. A majority position in favor of development had been held by the slim margin of a 4-3 vote. Once Goldsmith-Jones, in her best speech to date as a councillor. articulated her new position of support for Cuthbert’s motion, Bell and Munroe stepped smartly away from what had become a vote-los- ing position. GUARD should also be con- gratulated for the way it conducted an extremely intelligent lobbying policy. Speakers were sometimes emo- tional but generally remained rea- sonable. Even Monday night’s demon- stration was a remarkably friendly affair complete with jazz band. ~Perhaps-the fagt.that GUARD, was shaped by women had some- thing to do with ils. conciliatory approach. Whatever the reason, council- lors were left with their dignity and therefore found it easier to manoeuvre. Of course, nathing is carved in stone. The public hearings that will be part of the PRO rezoning process will provide a forum in which to gauge the strength of the “don't im forest cebate THESE ARE a selection af quotes from Mondiy night's debate over the rezoning of Cove - Forest and Mountain Forest to Parks Recreation and Open Space (PRO). NORTH VANCOUVER DISTRICT COUNCIL By Martin Millerchip On passing preservation zoning: “Supporting the motion is a reac- tion to what is being presented this evening. { believe we have a larger responsibility” —- Mayor Murray Dykeman “This may represent a large shift in thinking for our staff, Maybe too big of a shift for some.” —- Coun, Pamela Goldsmuth-Jones On 10, 619 petition signatures: “Receiving a petition of this mag- nitude where about half the residents in the eastern half of the district sup- port the preservation option is: remarkable, exceptional and, to my knowledge, without precedent in the history of our municipality” —- Coun. Jim Cuthbert On | Dracess “The question [| have struggled with is why doesn’t anyone believe that the OCP process. which is to begin in 1996, ts the way to deal with this issuc. Pamela Goldsmith-Jones densify>my-neighborhood-to- make-up-for-Seymour” lobby. Council positions could con- ceivably change again based on the nose-counting that lakes place dur- ing these hearings. Finally, spare a thought for the political honesty of Dykeman. Since stating, “If we want wilderness owe have the Demonstration Forest in Seymour,” a remark that showed a drastic misreading of how Seymour residents viewed their natural forests, he has been a target for the preservation lobby. He does not perform well under pressure and misspoke himself again Monday night, declaring at one point: “Yes, we are politicians, Yes, we have questionable values.” But in the end, it was only Dykeman, not Munroe the realtor, who had the guts to maintain an unpoptlar position because he believed it was the responsible thing to do.
