This committee system was supposed ta shorten council “meetings, provide more depth to _ debate, enable staff and the public a better opportunity to provide and generally improve council efficiency. Despite a decline in the number of smokers in Canada over the * past 10 years, 30% of Canadian > adults still smoke. oan The recent focus by our provin- -tial government on health promo- * tion strategies, including the licen- ~ sing of tobacco vendors, is to be applauded. Unfortunately, a major loop- hole in the fight against smoking still exists in our present anti- smoking legislation. Advertising of tobacco products on billboards and in newspapers is prohibited under both the federal _ Tobacco Products Control Act ‘and the provincial Tobacco FPro- duct Act. Tobacco companies have ‘members of council, es 7 those who are new, voted in favor . i} p.m. deadline. After this self-imposed deadline has been extended and usually without full council, items still left on the agenda are, as a rule, hur- riediy dealt with to get them out of the way. You would think that in such a situation council would either schedule additional meetings or improve its efficiency. Not in the District of North Vancouver. Instead the clerk, act- ing on behalf of the mayor, I am convinced, suggested that hence- forth council will skip two of its four monthly meetings and reduce them to two per month instead. How this will help has escaped me. In my opinion it will only produce more difficulties. Unfortunately, I. was the only member of council voting against -this crazy proposal, both Coun- cillors Harris and Gadsby having left before this issue came up. 1 am sure the reason especially of such an absurdity, is simply that they have no idea how an ef- Fill anti-smoking loophole managed to circumvent this legis- lation by creating ‘“‘shell’”? com- panies under various cigarette brand names. As a consequence, cigarette brand names and colors are pro- ~ minently displayed on billboards ard in newspapers in this pro- vince. The newspaper ads pro- moting the ‘du Maurier Ltd. Vancouver Jazz Festival’’ were lit- tle more than cigarette advertise- ments, This creates a direct association between lifestyle activities and smoking, which targets the youth and disadvantaged of our society. lit is hoped that our provincial government will continue their fight against this dreadful plague in our society, and plug this legislative loophole.
