WV Council strikes task force on trees WEST VANCOUVER District Council recently voted to strike a municipal task force aimed at studying the con- troversial issue of tree cutting in Caulfeild Park. The issue surfaced after the municipality's director of finance, George Horwood, made an ap- plication in July to cut down three trees in the park which he says are obstructing the view from his house. Several residents have petitioned council to reject Horwood’s re- quest, and council also received complaints in March when municipal staff cut down 34 trees in Caulfeild Park. The creation of the task force was one of several recommenda- tions made by Industrial Relations Commission president Ed Peck, appointed by council to head a **fact finder’’ into the issue of tree cutting in Caulfeild Park. All of Peck’s recommendations were ap- proved by council, including allowing Horwood to cut down only one of the three trees. The issue was made all the more difficult because Hcrwood is a senior official with the district, Peck said in his report. “This fact has complicated mat- ters, notwithstanding that he has insisted from the outset of this in- quiry on distinguishing his role as a@ property owner from that of a municipal officer,’ said Peck. He added that allegations were made that the 34 trees cut down by municipal staff were done so at Horwood’s request and that then director of parks and recreation Frank Kurucz told Horwood be- fore he had bought the house near Caulfeild Park ‘‘that he would get By SURJ RATTAN Contributing Writer a good view’’ and that there had been a ‘‘deal’’ made between Horwood and Kurucz. “‘Overal!, there exists the im- pression that George Horwood was given preferential treatment in the matter by his associates in the municipality,’’ said Peck. ‘“(But) I find no collusion between Mr. Horwood and the other district of- ficials in the matter.’’ But Peck added that he believed Horwood’s “persistent and strong submissions probably influenced (parks and recreation) officials to embark on the tree clearing to the extent they did." Horwood said council was not looking at ‘‘all the facts’? when it accepted Peck’s recommendations. “I’m somewhat stunned as to his (Peck'’s) decisions. To this date council has managed to ignore the facts. Our applications comply with all municipal policies. Our application has been significantly less that what has been achieved by the people of Caulfeild Park. Why pick on us?’’ asked Horwood.
