By VIC HODSON North Vancouver District Council Monday took the Ministry of Human Resources apart on two counts, and plans to put it in writing. They didn’t like the ‘secretive” way in which 953 Gladstone Avenue had been acquired by the ministry nor did they like its proposed use as a group home in apparent defiance of a municipal by- law. Council agreed that the ministry will be informed that to comply with a May, 1978 by-law which carefully spelled out the rules for group homes, it must either apply for rezoning or be much more specific in describing the proposed occupants and the nature of their need for a group home facility. Human Resources worker Calvin Lee who is charged with running the proposed group home, was asked if he could assist council by providing the information sought. He politely refused to provide any information about the proposed residents in open council on the SPRING Council slams ‘secretive’ group home grounds that it would invade the privacy of the children concerned. § The battle. lines were drawn when Alderman Mike Lakes led off the debate by disagreeing with the report on the subject prepared by social planner Lenna Jones. He felt that the District’s by-law was being ignored and proposed that the Human Resources Ministry should be requested to apply for a rezoning amendment. Alderman Mary Segal agreed with the social planner’s report which called for a letter of explanation as to the provisions affecting group homes and the type of group home planned for Gladstone to be sent to all those who write, or come into, the Municipal Hall with questions or comments. But she also wanted to know precisely what the ministry meant when it referred to the proposed home as being for children with “special needs.” Alderman Peter Powell commented (in reference to the Sunday News story on the subject) that council approval was not a ‘fait accompli’. He wanted a public hearing. “I want the ministry to put all its cards on the table in this matter,’ added Alderman’ Ernie Crist. “Public safety must be considered.” said: .“We are dealing with the use. of land here and nobody, including other governments, is going to tell us how to apply our own by- law. The by-law gives a most liberal definition in the matter of group homes _ and it must be respected.” Council then agreed that the Ministry of Human Resources should be clearly informed that it must comply -with the terms of the 1978 by-law or make an ap plication for rezoning.
