“ C9-Wednesday, August 20, 1980 - North Shore News OLI education programs move into prisons Students need supportive environment Twenty of the Open Learning Institute’s most closely supervised students have just completed their first semester of studies. The students are inmates of the federal penitentiaries at Kent, Mountain, Mission, Matsqui and William Head. They are enrolled, prepaid, through an arrangement between OLI and the Pacific Region of the Correctional Service of Canada. “We see OLI courses as a valuable complement to our ongoing educational program,” said Ted Swain, William Head’s Assistant Warden of Education and Training. “Our students need the supportive learning environment which can be provided only ina classroom - or school setting. But in- dividual self study programs of the OLI type are useful for student-inmates who have ~ developed good motivation and study habits. Also they allow us to extend the range of courses available.” The Correctional Service has a growing and ambitious educational program ranging from basic literacy in- struction through several levels to senior university courses; supplemented by some forms of vocational training. The university portion of the program, which has been offered by the University of Victoria since 1973, stresses the development of analytical thinking and moral reasoning powers through the study of a liberal arts program. Remedial grade school and secondary school -- programs are offered through contracts with local school districts. “Our education program is designed to be a vehicle for the teaching of moral values, and the enhancement of moral awareness,” says Dr. Tony Parlett, Regional Administration, Education and Training. “The principle objective of our education program is to enhance the inmate’slevel of moral PREVENT FOREST FIRES awareness.” Recent studies appear to confirm the premises of the educational program and the changes which occur in the thinking of student inmates. . Reconviction rates for such students have been around 10%, as against the norm of 40%. OLI courses in high school, vocational and university programs add flexibility by allowing correctional centres to offer low demand courses or those not being offered by traditional methods. “We are pleased to be associated with this program,” said Dr. Denys Meakin, OLI’s Director of Student Support. “We try to treat these students exactly like the others but some of our procedures don’t fit too well to the requirements of a prison setting. We're set up for students who have freedom of movement to purchase small items of materials, who have free access to a telephone, who can receive parcels in the mail, and who can report to a nearby exam centre.
