A West Van businessman, Fleming has lived and work- ed in the riding for some 40 years. Involved in a wide range of community ac- tivities over that period, he is best known as president of the Central Ratepayers Association. He has built a reputation reef of the property tax burden on homeowners — a theme which he continues to develop in his latest cam- paign for a Legislature seat. At the municipal level he was defeated last November in a bid to unseat third-term as a relentless fighter for the Mayor Derrick Humphreys.
