Cates Landing A DEVELOPER lobbying for a public hearing on a housing proposal for the Mackenzie Barge and Noble Towing sites says North Vanceuver District Council is heading his company off at the pass. Moor said the company’s proposal for a 2 10- suite residential development called Cates Landing would mean “the removal of an unsightly, contaminated pocket which is now obsolete.” United Properties hopes to persuade North Vancouver District Council to approve rezoning of 6.29 acres of land adjacent to Cates Park in the 3900-block of Dollarton Highway from industrial to residential use by 1995. If the approvals are received, the company plans to build eight Jow-rise buildings, ranging from thiee to four storeys. But a member of the Save Our Shores Committee says United Properties is simply developer pushes for nearing Strathaven (off Mount Seymour Parkway). The Cates Landing development would offer public access to 2.4 acres on the waterfront with a walkway that would eventually link up with attempting to bypass council. Dollarton resident Clive Walton notes that in the event of rezoning, NVD's Official Community Plan has already pledged the site for parks and recreation open space. The matter of what to do with the area has gone to North Vancouver District's Foreshore Committee for study. Walton doesn’t anticipate its report until next year at the earliest. The Cates Landing project has already gone through 1-1/2 years of applications. In April, United Properties’ staff recommended that the project go to public hearing. But NVD Council refused to allow such a hearing to go uhead, despite what Moors describes as “public sunport” for Cates Landing. Moors said United Properties has held five open houses to “continue the public consultadon process” and has consulted with provincial envi- ronments groups, the parks department, the Nevin Vancouver Chamber of Commerce and private citizens Gn the need for such a develop- ment.
