10 - Friday, December 8, 1989 - North Shore News Upper Lonsdale residents apply to reduce density THE OWNERS of two upper Lonsdale properties have ap- plied to North Vancouver District to have the allowable housing density on their lots reduced to preserve the area’s green space and character. And they have also called on the district to drop the fee on such ap- plications to encourage other homeowners to do the same. Gary and Umeeda Switlo made application Nov. 17, along with their neighbors Harold and Cicely Stringer, to have their two, half- acre Prospect Road lots changed from the current RS-3 zoning, which allows for approximately six houses per acre, to RS-2 zoning, which restricts subdivision to three houses per acre. Umeeda Switlo, who is also the president of the North Lonsdale Ratepayers Association, said the application was made ‘‘because we are trying to make sure subdivision on this property doesn’t happen. There is no financial gain in it (the rezoning) for us.”’ Switlo said she will also lobby the district to remove the current fee charged for a rezoning applica- tion that would reduce density, ‘‘to encourage residents to do this to save green space.”” The rezoning application cost $1,366. Switlo said the fee should be removed because there is no finan- cial gain for property owners rezoning for less density. But the fee, she said, should remain for those applying to rezone for in- creased density because there was the potential for financial gain. But district municipal manager Mel Palmer disagreed that the ap- plication fee should be removed for down-zoning applications. The fee, he said, was standard and covers the processing and ap- proval of such zoning changes. While Palmer said it was rare for residents to seek approval to down-zone, he said anyone ap- plying for such zoning ‘‘would still BC Rail signs Japanese deal NORTH VANCOUVER-BASED BC Rail has finalized an agreement with a company that organizes Japanese tours in Canada that could result in 60 Japanese tour groups using the railway starting next spring. The tour groups, which could include about 2,400 people, will travel from BC Rail’s North Van- couver station to Clinton, B.C. The agreement with Tourland Travel Ltd. could add $70,000 in new business to BC Rail’s passen- ger service. BC Rail carried approximately 600 tours on its passenger service this year. Company spokesman Barrie Wall said the railway has rebuilt its passenger coaches over the past six to seven years at a cost of $5 to $6 million. He added that three more passenger cars were needed to sat- isfy demands and that some cars might be available from VIA. He told the audience at a recent Kiwanis meeting that the passenger business was ‘‘flourishing’? and that the losses in BC Rail’s pas- senger service had shrunk from $7 per passenger to less than $i. When the district sees RS-1 (one house per acre) zoning the only opticn they seem to see is to go to RS-3. What we are saying is there is another option (RS-2).°’ Switlo said the district should be planning for all segments of the population, including those who can afford larger properties, when considering housing in the Upper Lonsdale area. In a letter to council, the Switlos state that the district “should take immediate steps to discourage subdivision of larger lots in neighborhoods....
