az A18 - Wednesday, March 21, 1984 - North Shore News District requests changes NORTH VANCOUVER District Council is urging the Minister of Municipal Af- fairs to introduce legislation which will allow the approval of minor development permit amendments by staff. In a draft letter approved by Council in a 5-2 vote Mon- day, it states although land shall be developed strictly in accordance with the develop- ment permits, that any NORTH VANCOUVER District deputy parks superintendent Jim Slater and Elson Hanson, who ‘designed the district’s methane collection system, discuss the project at the Premier Street landfill. heat for college? THE DISTRICT of North Vancouver doesn’t pay a cent to heat its fieldhouse at the Premier Street landfill site. And, if arrangements can be made, nearby Capilano College could pay between 25 and 30 per cent less for its heating bills in the future. By MARK HAMILTON Behind both projects — or underneath them — is a fucl that’s being produced by the throw-away socicty. The fuel is methane and it’s a by-product of the decomposition of garbage. All you do, says North Van- couver district director of engineering John Bremner, is sink a slotted or perforatcd ipe into the area where gar- is buried, hook it to a compressor, apply a lite suction and you'rc in business. That's what's becn hap. pening at the Premict Succt Landfill site since fast summit. The Distnct and Cap Col- lege are now studying the possibility that the mcthanc can be tapped to providc heating fuel for the school **Just going with informa. tion off the top of my head, | think they (Capilano Colicgc) are spending somewhere in the acighborhood of $120,000 a ycar for heating fuct,”” says Bremner “*We think thal we should be able to supply methanc to them at about two-thirds of three-quarters of that cost" Even at that price, Bremnc: says, the = dastrict would bc able to recover its capital costs, amortized over 10 years. The capital costs, whach could be substantial, come into) play because of the make-ap of the methane The gas the district has tapped to heat its Geidhousc ss about 50 per cem methane and 50 pcr cent carbon dioxide. Because the latter has no heating value, twice the volume of landfill gas is needed to match the heat output of natural gas. In the case of the fieldhouse, that problem was overcome by doubling the size of the jets that feed the furnace and pumping in twice as much of the mixture. To satisfy the needs of Capilano College, however, several hundred thousand dollars would have to be spent to install a ‘‘scrubber"’ that would strip the carbon dioxide from the methanc. That would enable the col- lege to use the methane without’ modifying its e¢x- isting heating cquipment. More importantly, 1 would allow the college to switch back to natural gas quickly if the supply of methane from the landfill was disrupted The district has explored the possibility of tapping federal government alternate encrgy grant funding to cover the costs of the scrubber but has been unsuccessful so fac. The district: has reapplicd for grants after a ‘somewhat negative’” first response from the government (f a grant is made, Bremnact says, the heating of Capilano College would become a demonstrahbon pro yeet foe other municipalttics While the use of gatbage Canadian produced fuci is coming toto prominence in the United States. particularly oon Cahbforntia, i has not teen widely tested an Canada, Bremonet says [Levi's | SADDLEMAN ¢ PREWASHED 100%.
