The time to go out in English Bay, of course, is in

the winter.

Flocks of grebes vanish under the water as you
approach, and there are a surprising number of
harbour seals. It’s as though the place was alive

again.

You can briefly overlook
the fact that poor old English
Bay is the most lifeless body
of water on the West Coast.
It is almost as dead as those
lakes in Eastern Canada
which have been killed by
acid rain.

It wasn't always thus. Old-
timers recall how, back in
the 1930's, fishing boats
regularly plied the waters

THOUSANDS of motorists
who continue to reinsure
their vehicles on a February
28 expiry date, even though
a staggered insurance system
is now in effect, are due to

In North Vancouver, on
the other hand, RCMP say
there will be no grace period

Even in West Van the
police will not be turning 2
blind eye to motorists who
drive vehicles which do not
have a valid msurance decal
as from the beginning of the
month.

A spokesman says:
“Enforcement will be ef
fective as from one minute
after midnight on March !
