The controversy, of course, will not quick- ly be laid to rest. North Van District has repeatedly rejected requests from Lynn Valley Centre for extended hours, while West Van is still considering a possible refer- endum on the issue. The arguments against wholesale deregula- tion of shopping hours are well known. Among them, over-extension of the total market; the fear that extra overhead for smaller stores may not be balanced by extra sales; and the commercialization of the Sab- bath. Competition is undoubtedly intensified and tends to favor strong merchants over weaker ones, with the risk of some of the lat- ler (with their jobs) being driven out of business. At the same time, increased competition invariably benefits the consumer, and wide open shopping is an obvious boon to today’s many working wives and husbands unable to shop together during conventional opening hours. Meanwhile, in the absence of a unified North Shore policy, merchants in regulated communities clearly stand to lose customers, sometimes permanently, to stores in neighboring deregulated communities. In the end the citizens of each municipality must decide for themselves.
