The first and most important point is that rezoning in Ambleside and Dundarave, even if recommended by the planners, CANNOT automatically take place simply as a result of the study. The latter’s primary purpose, when completed, is to present proposals for detailed public examination and debate. The rejection last year of an isolated in-fill rezoning application in the area under review is being used by some critics as an argument that the whole in-fill concept should have been killed for good at that point. This simplistic logic ignores completely two earlier, highly relevant studies published by council - An Optimal Housing Mix For West Van (April 1982) and Housing Needs For West Van Seniors (February 1983). Both studies address the community’s OVERALL long term housing situation for the next 10 years, the latter with special reference to the changing requirements of a steadily aging population. It is against this background that the current in-fill study must eventually be appraised. As Ald. Don Griffiths has noted: ‘‘Until we put something on the table, we won't be able to move in any direction.’’ Facts must precede decisions. In-fill housing may or may not be the answer. But council would be abandoning its clear duty on the vital subject of future housing needs if it merely stuck its head in the sand and left tomorrow to take care of itself.
