North Vancouver discriminating against the Upper Lonsdale area by designating Lower Lonsdale as the City’s downtown area, Alderman Elko Kroon told City coyncil Monday. The Upper Lonsdale area should also be included in- the City’s application for provincial funding under the Downtown Revitalization program, he said. But other council members agreed with Alderman Gary Payne that including the Upper Lon- sdale area would lessen North Vancouver's chances of getting provincial assistance under program. For the purposes of the ‘program, the downtown area will include Lonsdale Avenue and a block on either side up to 3rd Street. the. - “Most citizens would consider the area around 15th and Lonsdale the downtown area,” said Kroon. “That’s where all the businésses are. That’s where City Hall and the library are.” . Lower Lonsdale is already- receiving special treatment and special development, he said. But Payne said Lower Lonsdale is more in need of redevelopment, because of the number of older buildings there. The Upper Lonsdale area is thriving, ‘and doesn't need the special assistance the Downtown Revitalization Program provides, he contended.
