DUPLEX SIZE TO BE REDUCED Plans to encourage smaller houses and keep options open regarding a suggested heritage site in two areas at the western extremity of West Van- couver were submitted to public scrutiny Monday night. The two public hearings before West Van council gave residents a chance to speak their minds about the major proposed zoning changes. One of them concerned the Horseshoe Bay area and the proposal to downzone certain portions -- an amendment which would in effect reduce the size of duplexes in the area and also ensure a heavily residential emphasis. Judy Wiser, president of the Horseshoe Bay Com- munity Association, told council that at least one- third of the residents are “very much in favor of the changes because it is an acknowledgement by the municipality of the residential nature of the area and its commitment to that idea.” Mrs. Wiser added that the changes were discussed lengthily at what she called “a well attended meeting.” However, Horseshoe Bay resident Gordon Hayes said: he did not receive proper notice of exactly what changes council.is proposing and was not able to attend the community association meeting. “This proposal would create non-conforming uses of all the duplexes in the area — for what purpose I don’t know,” Hayes added. He called the proposal “overkill” and suggested that + mandatory development permits might be a better solution to- keeping Hor- seshoe Bay a_ residential community. Director of Development Dr. Bob Collier emphasized that the principle of the bylaw amendment is to let it be known that smaller houses “would be very welcome in this area”. The proposal includes a maximum building height of two storeys, or 25 feet, and a Minimum site area for a duplex or a_ two-family dwelling of 6,000 sq.ft.
