Minister Pierre Trudeau's
government plans an am-
bitious legislative program
for the early 1980s and its
Speech from the Throne has
drawn mixed reaction from

political
leaders.

Shortly after Gov. Gen.
Edward Schreyer read the
speech opening Canada’s
32nd Parliament Monday,
both Conservative Party
leader Joe Clark and New
Democratic Party leader Ed
Broadbent said specific
measures were needed
quickly to resolve the
nation’s economic problems.

“They knew in December
what they were against.
They should know in April
what they are for,” Clark
told reporters, “There is
simply no excuse for delay in
introducing a budget.

Taking a tougher line,
Broadbent said the Liberals
had betrayed those who
elected them back into
office Feb. 18 by. backing
down on an election promise
to lower interest rates.

“That is clear in the
Throne Speech that they are

going to take selective action

only, and that means
hundreds of thousands. of
Canadians are going to be
seriously affected,"’
Broadbent said.

He said he also questioned
the government’s com-
mitment to Canadian contol
of the petroleum sector.

“It would be laughable if it
wasn't sad,” he said. “They
say within 10 years we will
own 50 per cent. Well,
almost every other country
has tatal control and,
ironically, in 10 years we're
going to run out of con-
ventional reserves anyway.”

In Victoria, B.C. Premier
Bill Bennett said he was
encouraged by the overall
content of the speech, but
dismayed the federal
government revealed no
plans to clamp controls on
the Bank of Canada.

But he said he was
disappointed by the absence

to control the actions of the
central bank.

“The Bank of Canada
would be a good place to
Start if the government plans
to improve relationships
with western Canada,” he
said.

However, John Buiman,
head of the Canadian
Manufacturers’ Association,
welcomed the economic
measures outlined in the
speech.

Speaking in Edmonton,
business
community would await the
initiatives on foreign
ownership “with a lot of
interest and some ap-
prehension.”

“We will look for measurs
that are constructive and
positive, providing  in-
centives for people, rather
than negative regulations
which would perhaps
damage the general business
environment and do more
harm than good.” :

The speech concentrated
mainly. on economic
programs, including “urgent
consideration” of legislation
increasing supplements to
old age security payments by
$35 a month per household
by July 1.

It would aid more than 1.3

million of the poorest senior
citizens.

Proposals in the energy
sector did not include energy
price proposals, which are
still under discussion with
the producing provinces.
However, the Liberals
repeated the pledge to keep
prices below those proposed

by the previous Tory
government.
The government also

promised — again — to
transfer offenses involving
mafijuana to the food and
drugs act from the criminal
code, “and remove the
possibility of imprisonment
for simple possession.”
Freedom of information
legislation was also

promised, giving individuals
greater access to personal
information held by Ottawa.
