Council extended its water line to the edge of the community last year and is willing to connect the Pasco Road homes if residents pay 80 per cent of the $70,000 cost — $6-8000 bill for each householder, which can be paid off over 10 years. The two, aged 15 and 16, had escaped at 1 a.m. from a prisoner van taking them from Centre Creek Camp, in Chilliwack, to Willingdon Detention Centre, in Bur- naby. When the van had made a stop at Matsqui police department, the juveniles - one from WhiteRock and the other from Vancouver - kicked open the back door and took off - still hand- cuffed together. The 40/600 per cent cost sharing formula was established in a 1977 bylaw which has since been overturned by the new user- pay philosophy which now requires property owners to pay 80 per cent. “Please give us a break,” said Thackray. “Il am standing before you in a western civilization pleading for pure water. If we lived in Bangladesh they would be trucking it to us ... We have contributed over the years and we feel we are entitled to ask West Vancouver to provide us with pure water at a Feasonable fate at reasonable interest.” Council rejected the back,” said Alderman Don Griffiths. Mayor Derrick Hum- phreys pointed out that the residents had chosen to live in a beautiful but isolated area: “We have tried to look after you the best we can byt it is by choice you are living there.” He added that he*-had visited Pasco Road two years ago and then urged the residents to petition for a new water supply, but they had failed to do so. “It seems hard but now the user-pay philosophy is more and more part of our society. We feel the beneficiary should pay rather than put the onus of the heavy costs on other people,” he said. He suggested, however, contract some of the work and council could do the rest. Infuriated by council's refusal to change the cost- sharing formula, Thackray pointed out that the residents had repaired their own road for $11,000 after council staff had estimated that $55,000 was needed to do the job. “We are not fools,” said Thackray. “We are quite capable of doing these jobs ourselves.” Operations Director Don Walker said that if the residents chose to do the water supply job themselves. provided the work came up to council standards, council would be prepared to maintain it. —-that the Tesidents and stalf it had to stand firm on its user-pay philosophy. “We simply can't turn the clock could probably work out a compromise arrangement where the residents could ADVERTISEMENT Pick Up And HYPNOSIS (vs) WILL POWER by John Stokes Years ago, when I! smoked a minimum of fourty cigarettes per day, I was listening to a fnend energetically described a soccer game he'd seen. As he talked, I took out a packet of twenty and of- fered him one. He shook his head and continued with his story, so I took one for myself. Within thirty seconds, my friend fum- bled in his pocket, produced an_ identical brand of cigarettes and lit up. Halfway through his smoke, | pointed out what he had done and asked what was wrong with the ones | had offered him. He stared in astonishment at his smouldering weed and said, “D’you know, | can't remember doing that.” Within one month, | had quit the habit altogether, spurred on by that incident which illustrated graphically to me_ the pointlessness of smoking. My method for stopping was will power and self- determination and | won't pretend that it was an easy or an enjoyable” ex- perience. I wish I had known the value of hyp- nosis then. . Most habits don't just Start, there is often a conscious decision to begin with; that’s why we are very aware of the first few cigarettes we smoke. But once the’ subconscious mind has been ‘programmed’ by the initial conscious decisions, it simply passes the message over to the various parts of the body necessary to carry the action out ... and the habit is established. Breaking any habit, from smoking to over eating. can be done the hard way. using will power, but its tough. Daniel Rutley of D.
