But by restricting its responsibilities toward children, the government also reduces its = ac- countability for their welfare, he said in Victoria, New Democratic Party human resources critic Rosemary Brown said the bill did not include a statement of the basic rights of children, the appointment of an advocate to act on behalf of all children or a list of services, such. as daycare, to be provided by the government.
