Friday, Oct. 22, a scant three
weeks before I penned that
column, an amendment to
the mighty MVA was enact-
ed to specifically address the
infrequent incident of inop-

My November 19 column
was obsolete before it was
published. I feel like yester-
day’s news.

In my defence, the
amendment is not yet official
“public” and I technically
shouldn’t even be aware of it

ment appears set to lay
