By MAUREEN CURTIS Contributing writer In his inaugural address, Mayor Don Lanskail exhibited concrete plans to pui into effect his election promises for a more open, com- municative and responsive district council. And at this, the beginning of West Vancouver’s 75th year, he has the full support of his aldermen. While paying tribute to former mayor Derrick Humphreys and the ‘Humphreys years’’, Lanskail an- nounced changes that will see greater involvement and respon- sibilities put on the heads of the seven aldermen. In camera sessions will be minimized in order to ensure that the decision-making process, in- cluding debate, takes place in public. Lanskail also introduced a new 15-minute question period to take place at the beginning of each council meeting. “People who have questions to ask will not have to sit through the whole meeting,’’ Ald. Alex Brokenshire later explained. Council representatives on ex- ternal bodies, such as Lions Gate Hospital and the Greater Van- couver Regional District, will be asked to report on a regular basis to council. David Finlay presented the provisional budget at Monday's inaugural meeting of the newly elected West Vancouver Council. The budget will be finally approv- ed in May of next year. Taxation will make up $21.1 million of the $57.4 million in rev- enue, the balance coming from utility rates, sales of services and government grants. “It is gratifying to see that the ongoing municipal operations also be periodic meetings between council and rep- resentatives of the local ratepayers associations. Speaking in support of the business community, Lanskail said: ‘It is very clearly in the in- terest of the overall community that we have a healthy business sector to not only provide a con- venient source of goods and ser- vices, but also to broaden the very limited tax base.”’ Along with greater encourage- ment of business from council Lanskail hopes to see ‘‘commen- surate responsibility on the part of business to the community as a whole.’’ The planned strict cost controls necessitated by rising costs and falling revenues will have an im- pact on the many ‘‘worthy organizations’’ that seek governm- ent grants from West Vancouver District, said Lanskail, who called for more support from the private sector instead. “1 think it would be a healthy development if more of the peo- ple’s money went directly into the activity and = service involved, rather than being channelled ... through government. “This comment is reflective of my personal view that we already have too much government and the trend should be in the direction of more volunteer activity to mect some of the needs and challenges of our society,’’ Lanskail added. Ald. Mark Sager was especially pleased with the announcement of several new standing committees, rather than the previous practice of assigning areas of responsibility to rise 2.5% show potential net tax increases of less than 2% per’ cent,’’ Ald. Finlay pointed out. General revenue sources have declined since last year, but the new assessment values for con- struction are expected to absorb part of this loss. The new budget offers for con- sideration capital expenditure of $3.8 million and new or additional operating expenditures of $800,000. These include a sidewalk program. enhanced criminal police investigation, funds to celebrate the municipality’s 75th birthday in 1987 and other discretionary items. Each com- mittee will consist. of three aldermen and one staff member. “This is a new philosophy that gives us opportunities we didn’t have before,’’ said Sager. ‘‘I'm looking forward to chairing the Parks Committee and having greater participation on council.”’ Sager’s personal goals for the coming year are to find a perma- nent home for the ‘tarts’? in West Vancouver and to work closely with the Chamber of Commerce and on the Ambleside-by-the-Sea project. Ald. Gordon Rowntree said that the Public Works Committee he will be chairing is not a ‘‘slamorous'' appointment, but one important to the community. Ald. David Finlay heads the Planning Committee, Ald. Brokenshire the General Services Committee and the mayor will head the Safety Committee. “It will be very interesting to focus on these different areas of the community,’’ commented Ald. Brokenshure. Brokenshire also commended the mayor for his ‘‘business-like’’ approach in planning to establish a set of clear-cut goals for this coun- cil. Each alderman has been asked to offer suggestions for this list by the early part of 1987.
