Loucks made _ the proclamation at Monday's council meeting because of the Variety Club’s February 14 Telethon, being held to raise money for helping handicapped children, mainly through the purchase of new equipment for the children’s hospital in Vancouver. “Let us band together to assist. That is the difficult question now facing West Vancouver council, following’ a packed public meeting Monday night on a development permit fora, 17- storey high-rise, planned by Esteem Investments Ltd. Keith Melville, spokesman for Esteem Investments, said the volumes of letters and petitions protesting the development -did not deal with the building, but only with the zoning — the same constroversial zoning which council has kept intact, despite various attempts to change it. “The people didn’t address themselves to the building, only to the zoning, and that is not what we are here to discuss,” Melville told the meeting. . Melville later told the North Shore News he did not think that council received AS- ~ Wedest¥ February & 4, 1981 - North Shore News any information on their development permit. “Council didn’t receive any information on our development permit except for our own and our permit meets the criteria of the zoning and design.” When asked if council could reject a development permit provided the proposal meets all criteria, Mayor Derrick Humphreys said it was a_ difficult question which could not be answered at this time. But when asked if council had rejected other permits which met all criteria, Mayor Humphreys replied: “Yes, they (council) have turned them down before ... they’ve turned them down because they didn’t like them.” Alderman Don Lanskail was more cautious, saying that such a question would have to be answered by the municipal solicitor. But while Melville might claim that no one spoke specifically about his building, the crowded audience heard numerous: letters and petitions con- demning high-rise development in general and the high-rise being proposed for 1972 Bellevue in par-- ticular. : Many expressed, ‘concern about West Vancouver becoming a coricrete jungle with loss of views, traffic congestion, pollution and even the danger of buildings falling down during an earthquake.
