There are, of course, a. number of reasons why costs _in many private schools are lower than in public schools, _but the major one is that private school teachers are paid less than are their ‘public schoal counterparts: Why? Well, one reason is because a large proportion of teachers in private schools are just not qualified to teach in public schools and are paid in accordance with | their. qualifications, or lack of them: Now I am certainly not one to claim that a teaching certificate automatically makes one a splendid teacher, but I do ask your readers to consider - just how much money we might save if we were to take our medical problems to unqualified persons who possess some natural skill in setting broken bones, or how much of our legal costs we could save were we to hire law students instead of lawyers. If public schools “could save money by hiring unqualified people to teach our children, would we really want them to do so? There is a second reason why salaries are lower in ‘weakened _ power by the knowledge that -civil private schools, and that is | because the teachers there’ ~ ‘are’ not represented by a union, and their salaries are -not determined by means of “a process: laid down ‘in the: Public Schools Act; a process which leaves the so- called weak \‘trustees little . room to. the teachers in private ‘schools must bargain individually and consequently have little clout. They . are further in . bargaining their employers can fire them virtually at ‘will: for . example, if they fail to embrace with . sufficient fervour the religion of their employers: Last year there occurred, to my knowledge, the first ‘occasion when a_ teacher employed by a private school supported by public funds was fired because of his religious beliefs. While the incident would seem to be a direct contravention of the B.C. Bill of Rights, neigher the minister of education nor the minister of labour was prepared to do anything about it. Given such power in employers, no wonder teachers in private schools are prepared to meekly accept low salaries.
