By ADRIAN CHAMBERLAIN City Engineer Alan Phillips told North Van City council Monday that ‘‘the sewer rate was established in 1977, and has remained un- changed since that time.”’ He said the costs’ for PET CORNER operating the North Shore sewage system have increased. The Greater Vancouver Regional District levy for the service has increased from $200,000 in 1974 to $600,000 in 1983, said Phillips. Donna Madge, a_ close friend of Anna’s, said friends of the family were shocked by the early morning fire and the tragic deaths.
