Lifestyles Week | celebrates Tights, freedoms THE CHARTER of Rights and Freedoms, five years old April 17, is still changing the course of Canadian history. By JUSTINE HUNTER Contributing Writer The charter defines the rights and responsibilities of Canadian citizens — another relatively new concept. This year is the 40th anniversary of the Canadian Citizenship Act, which came into force on January 1,1947. : Before 1947, people born in Canada were British subjects. Citizenship Week, April 12 to 18, marks both that anniversary and the charter’s birthday. The charter did not invent the rights and freedoms of the Canadan citizen, but it clarified the rights earned -- without vio- Ience, revolution or civil strife. When the bill was first introduc- ed, the Secretary of State said the underlying purposes of the Citi- zenship Act were ‘‘first, to wchieve a clear and simple definition of Canadian citizenship which wil! remove the complexities which ex- ist in the present legislation,’’ and second, “to provide an underlying community: of status for all our people in this country that will help to bind them together as Ca- nadians.”” Under the provisions of the act, everyone born in Canada automatically became a Canadian citizen, and immigrants could become naturalized citizens after five years. During the last 40 years, almost three million certificates of citizenship have been granted to immigrants. Current Secretary of State David Crombie told the House of Com- mons in January that ‘Sour concept of citizenship is relatively new and is still changing to reflect the realities of this nation.” “‘We have much to celebrate as a nation and as a people,’ he said. “I am encouraging all Canadians to organize or get involved in cele- brations and events everywhere in Canada.”’ “Whether it is a party or an educational < experience...it really doesn’t matter as long as it in- volves Canadians in an exploration of their citizenship.” Weight control program offered THE YMCA is offering a spring weight management program.
