That's the bottom line of a study due to be released later this month by Environment Minister Tony Brummet. Its author, engineer Keith Henry, reportedly lists nine long term options for dealing with the almost one mil- lion tons of residential and commercial waste now trucked annually to local landfills--- including North Van_ District's Premier Street site. If taxpayers choose massive incineration (the ideal disposal method) over reliance solely on a centralized garbage dump at Burns Bog in Delta, the study estimates that the net cost of constructing, operating and maintaining the facilities over the next 25 years would jump 2!2 times---from about $187 million to about $503 million. On the plus side, a single huge incineration plant on Annacis Island would extend the lifespan of Burns Bog (still needed for non-incinerable waste) from 45 to 150 years. Other options range from the continued use of supplementary dumps (including Premier Street for a further 10 or 12 years) to combinations of dumps and partial in- cineration---all of the latter raising costs by anywhere from 16% to 77% compared to dumps alone. There’s also an uncosted pro- posal for shipping compacted garbage by rail to an old disused copper mine near Merritt. Even with stepped-up recycling programs, an unwelcome price looms for saving our ‘‘disposable"’ society from drowning in its own trash. Start at the top!
