In a newsletter to school district staff which announc- ed the appointment of Tom Carlile as the new assistant superintendent, Marshall points out that senior ad- ministrative staff in, the district by 1985, ‘‘will have declined 46 per cent from what it was 10 years eartier.’’ ‘‘The number of teachers employed in the district will, over the same period, have declined 29 per cent,’’ Mar- shall said.
