District passed a motion floored by Alderman Murray Dykeman in which he recommended all hiring of new and replacement staff would first have to be authorized by council. Alderman Ernie Crist, however, took exception to the motion on grounds that it was negative policy and detered incentive in both District's business com- munity and resident population. “It is basically a negative motion,” argued rist. “Council should raise their sights... and have programs which save taxpayers moncy (capital projects such as roadworks and construction programs). But Dykeman replied that the economy is strapped for cash and “in difficult times it would be to (District's) advantage to control our own destiny.” ’ He added: “It's timely and shows restraint. and fiscal responsibility.” burned down Earlier this month, the house was heavily van- dalized by bikers who had been living there.
