This seemed to be the conclusion drawn by North Vancouver District council members Monday night, when no one, including the District fire chief and the director of engineering services, was able to answer a question on the matter put by Alderman Mary Segal. The question arose during a discussion of the new Waste Removal By-law introduced at the District's regular council meeting Monday night. The by-law contains strict regulations as to who may use the District dump and what substances may — and may not — be dumped there. The by-law stipulates that the following waste materials may not be put out for collection or disposed of at the Premier Street Landfill: * explosive, toxic, corrosive, caustic, hot or highly flammable = sub- stances; * petroleum products; © liquids; *land clearing debris, to dump including tree parts, rocks, soil and other similar material; ® material resulting from the demolition of a building or structure. . e derelict motor vehicles as defined in the Motor Vehicle Act; ® excavated material and hog fuel. ® waste originating from real property located outside the District or outside a municipality or area with which an agreement _ has been entered into (with the District). Under the by-law, the Premier Street Landfill is established as the only Disposal Grounds in the District. But Alderman Mary Segal asked where, if not the disposal grounds, do people dispose of toxic or highly inflammable substances. No one had an answer. “I guess people just have to keep it around,” said Segal. Mayor council's Don Bell, with approval, asked Alderman Peter Powell to inquire at the GVRD as to what is being done in other municipalities regarding toxic and inflammable wastes. Powell promised a written report in two weeks. “Meanwhile we're asking people to stockpile (toxic waste)... it may not be much now, but in 50 years it could be a problem,” Bell said. Nonetheless, Alderman Jim Ball said he thought District residents were “very fortunate to have such an excellent waste disposal service — costing probably the least of any municipality.
