allows councillors to debate an
issue on the second or third reading
of a proposed bylaw — not when it
is first intraduced.

Tempers flared at the mecting
Monday when councillors found
themselves sending four controver-
sial issues to public hearing with-
out a chance to debate the bylaws.

Municipal clerk Colleen Rohde
explained that council's current
procedure was designed to de-
crease repetitive debate. Staff may
make changes in how iterns are put
on the agenda to allow debate.
