= mailbox ct | Dear Editor: The foreign student scam is continuing. Worse still, it is flourishing. Vancouver Community College, a B.C. tax-payer supported in- ‘stitution, is also getting into the,act.° A dozen “private” schools now advertise extensively in the Orient for students to take Grades 11 and 12 here. They charge a high fee and they are making an industry of it.~-Their bait is a next-to- free university education in ‘British Columbia. Get a high school leaving certificate here and 90 ‘per cent of the visa students’ fees at U.B.C., Simon Fraser.and U.Vic are paid out of public funds. No wonder parents of thousands of foreign students in this ‘province are laughing! ‘New “private” schools are springing up everywhere. Some of them, also, are cry- ing “foul”. They say that Vancouver Community col- lege, itself, a taxpayer sup- ported institution, is com- peting unfairly. It, too, is advertising extensively overseas. Result, the B.C. taxpayer is hit, not once but twice; first at the college ‘level and then at one of our B.C. universities. I'm opposed to giving next-to-free education to foreign students when other countries and other pro- vinces charge foreigners average cost. This is why a B.C. student wishing to go to a university in the U.K., for instance, now faces an an- ~nual fee of the order of $10 thousand. Here their fees would be around a thousand dollars or one-tenth as much. Solution: give Canadian students a priority in our in- stitutions. Also charge foreign students, average cost. Then. foreigners would be paying their:fair share of our education bill. Result: a $30 million a year saving to the B.C. Treasury! Hon. Jack Davis, MLA North Vancouver-Seymour O.
