It is now facing the consequences of a debt that should not have been allowed to accumulate in prosperous years. Mr. Lalonde has used the few tools at his disposal well by redirecting spending to relieve the pain of the unemployment and_ en- courage business spending. He could not reduce the deficit significantly without crippling the economy, but this debt is still a serious burden which the hoped for recovery will not eliminate.” he said. Morfitt, head of the 4,500 member institute, has cautious approval for the government’s job creation program. “Too often, government public works are merely extensions of unemployment insurance and welfare plans which do little to increase productvity in the long run. Instead of building bridges or highways that we can do without, I encourage the government to spend the money in private’ sector projects such as the con- Struction of manufacturing plants which will create long-term growth. Job creation must increase productivity, not contnbute to inflation,” he said. He welcomed the four year investment tax credit proposals as an indication the government is taking a longer term view in_ its budgeting plans. Morfitt was also. pleased to see the recovery programs targeted at the private sector, but he emphasized the need for speedy legislation if the measures are to boost the sagging economy. “There is usually a nine month lag between the introduction of the budget and the passage of legislation. Business will do litle to take advantage of the measures outlined in the budget until the rules are clear. Any delay in passing enabhng legislation will hurt the effectiveness of these stimulative measures,” he said.
