DISTRICT COUNCIL After attending the public hearing on Monday evening May 17 in council chambers, I feel compelled to comment on the proceedings. There were many presentations for and against the amendment to the zoning bylaw, which would control the expansion of dangerous goods in our community. EVERY in- dustry or individual who spoke against the proposed zoning bylaw stood to profit monetarily. Canadian Oxy, who spoke at length, stated they want to cooperate with the District and the planning department, but do they? Alderman Baker asked Mr. Thorpe, general manager of Canadian Oxy, if he would be against the zoning bylaw if it pertained only to chlorine, and he said yes, he would be against a bylaw prohibiting growth. According to the Com- munity Hazards Task Force Report, chlorine is the most dangerous substance manufactured or transported in the District of. North Vancouver. | urge council to stand by their policies they unanamiously voted for purchase. Do not be intimidated by Canadian Oxy threatening loss of revenue to the District coffers. Homeowness pay more taxes than industry anyway. Canadian Oxy and _ their money will not be going anywhere for some _ time regardless of the outcome of the proposed zoning bylaw amendments. Canadian Oxy makes millions of dollars a year for their shareholders. Do we help them make more or do we have a small measure of safety for our citizens. When it is a choice between profits or safety, there can be only one choice. The Community Hazards Task Force Report, en- dorsed by District council, and incidentally by Canadian Oxy on Monday night have done their job. Council, it is now your turn! I do not have the budget from Lions Gate Hospital, but if it is anything like the budget from the North Van School board I'm sure one could find many questionable expenses. It is very interesting to note the similarities between the health and school of- ficials. Both top administrators are making very healthy salaries (Wickstrom, School Supt. $88,000; Borthwick, Lions Gate, $74,652). While I do not dispute they have very responsible jobs, I suggest they remember their salaries are being paid by the taxpayers — many of whom are facing severe financial problems. Both have union backing to pay for very expensive ads, the standard price being $275 for a 30 second ad on T.V. prime time and bet- ween $25 (AM) and $50 (FM) for 30 seconds on the radio to tell us how much we will “suffer” from the restraint program. These ads are highly based on emotionalism, which I personally find repugnant. Mr. Lewis may be in- terested in some of the by the Lions Gate statements made officials of each hospital on a recent open line talk show. * 80% of the budget goes towards salaries, leaving 20% for medical supplies, etc. ¢ The budget of Lions Gate Hospital went up 18% between 1981-1982. Since the government has stated that spending should not exceed 12-14% in the public sector, it would seem to me that the hospital is being asked to save between 46% — surely not in- surmountable if there is indeed a lot of waste. One thing must be kept in mind: it in not the govern- ment which has decided which programs should be cut within our hospitals and schools; that decision has been left to the boards in- volved. I would like to know what “sacrifices” those at the top are prepared to make to ensure the children and the sick will be able to obtain the Standards of education and health care we taxpayers expect.
