A6 - Sunday, March 21, 1982 - North Shore News EEE editorial page RES Grit contempt Now that the bells have at last stopped ringing, both Conservatives and Liberals are reaping a rich harvest of criticism for their roles in bringing Parliament to its recent 15- day standstill. Both are accused of behaving like spoiled brats for purely political pur- poses and, thereby, showing contempt for the institution of parliament itself. Only the NDP has emerged with its nose clean. Given our dire economic problems crying aloud for action, the public's mounting frustration with both Tories and Grits during the shutdown is very understandable. But that should not blind us to the gut issue which brought the Commons to a halt. MPs cannot possibly examine the government's huge “omnibus” energy bill in the depth needed unless it is split into separate parts. The Trudeau cabinet — by introducing the bill in its original unwieldy form — pretty obviously hoped to ram it through WITHOUT such detailed probing. That, in itself, amounts to contempt for the parlimentary process. So do many other things in this govern- ment’s record. Among them, the 3,500 Orders-in-Council enacted last year without specific Commons approval and Prime Minister Trudeau's scornful dismissal of opposition MPs as “nobodies”. The PM clearly regards the House as nothing more than a nuisance. This was why the Tories finally decided to resist the subtle erosion of Parliment's rights by resorting to a procedural technicality. For the moment they have succeeded in reasserting those rights. That victory is far more important than the tantrums which led to it. Fireproof! Three Toronto education directors have been given their entire year’s paycheque (average $70,000) in ome smack, enabling them to earn a tidy amount of interest by next December.
