Payne will recommend to council that the = ar- chitectural characteristics of the high street be preserved and enhanced, with em- phasis on such features as bay windows, awnings and recessed doorways. Only queston the mer- chants had at Tuesday’s meeting was whether the cost to themselves, the municipality and the provincial government would bring more shoppers. Payne is confident that with the presence of Lon- sdale Quay the scheme can’t help being a winner. He pointed out that there will be 2,000 people working on site. 700 living on site, 300 students and faculty attending school every day and thousands of additional shoppers and commuters. All that has to be done as far as he is concerned is for these people to be attracted to shop there, and he feels the program is just what will create that situation. The province has in- dicated it considers Lower Lonsdale ripe for redevelopment and Payne considers a combination of the old and new could turn it into an exciting proposal. He says higher density development could be iwn- corporated behind the high street, from the lane on the east of Lonsdale to Chesterfield and from the land on the west to St. Georges. Such a density increase, he says, would create a residential and commercial influx which would add further life to the area. Council has had its ap plication for participation in the provincial program accepted and must now decide on a land use design and marketing strategies for the six acres of City owned land west of Lonsdale. The choice that has to be made is whether to turn over the land to one developer for a major complex such as Park Royal or whether to market it out in smaller parcels which would be individually developed to maintain a village at- mosphere. Payne its in favor of the latter. He says of the overall projec “I think Lonsdale Quay is the key to it. The revitalization program is a way for the merchants presently in Lower Lonsdale to keep up with it. “Lower Lonsdale will go from a low rent district to a high class area.” Payne would like to see the revitalizaton process beginning by the coming tourist season but thinks it’s more likely to take a year.
