istrict enters the safety zone

THE DISTRICT of North
Vancouver has announced it will
be placing 30 km-h School Zone
signage around certain elemen-
tary schools on the North Shore.

So, today’s colunin will help to define
these zones, explain how to drive through
them properly, and why they've been put
there in the first place.

First of all, signage denoting School
Zones and Playground Zones always indi-
cates that there are children about, either
at play or merely nearby. Any driver
entering either of these zones should be
extra attentive and extra cautious simply
because young kids often are not. Clear
and conspicuously placed signs make
these zones easy to recognize, if, of course, drivers care to
watch for them.

A School Zone is marked by a blue pentagon. or “house-
shaped” sign with a white silhouette of a boy and a gir! (pre-
sumably) walking. The School Zone is in effect between 8
a.m. and 5 p.m. on schools days — that is, the days that stu-
dents are expected to be in or around school. ‘These signs are
not always placed around a building recognizable as a school
-— you will also see them around some bus stops where kids
frequently load ox unload.

The Playground Zone sign is a big, yellow (the color of
most “warning” signs) diamond shape with a black silhou-
ette of-a child chasitig after a ball — not an uncommon sight
in or around'a playground, ‘The time restriction ‘for this zone

ed as a half kour before sunrise and a half hour after sunset

or, more simply, daylight fours) every
single day — which is when you'd
expect kids to be playing.

Either of these signs by themselves
does not automatically make the speed
limit 30 km-h (19 m.p.h.). If you feel
safer slowing down a bit because you're
unsure where the playful or studious kids
may be, fine.

However, you are only required to
slow to 30 km-h by law when a rectangu-
lar speed tab has been affixed to either
Zone sign with “30 km-h” printed black
on white (the colors for regulatory signs),

: and again, only during the specified
signals times. (Sometimes the sign
will read: “No Passing," so
don't.)

The biggest problem for many drivers is dis-
cerning not when but where these zones end. It
is a gross generalization to say that a zone is
ended when you can’t see the playground and/or
school anymore — the inability to “see” proper-
ly is the whole reason behind slowing drivers
down.

Another common misconception is that a
zone ends once you've driven “down the block”
or over a crosswalk. (In fact, there are very, very
few situations where this thinking is necessary,
and even ther: it's inaccurate.)

Because these signs are so discernably
placed and visible to everyone looking, the
appropriate and lawful end of these zones is
marked by the Zone sign facing the drivers

entering the same Zone from the opposite direction. That is
to say, when you see (and then drive past) the back of a
School Zone or Playground Zone sign the Zone comes to an
end, as does any speed restriction that may have been
placed.

The very, very few situations where this law cannot be
effectively obeyed is in anomalous, incomplete Zones —
areas where there aren't enough signs posted to mark both
beginning and end. Off the top of my head, Larson
Elementary is one such Zone.

Whether these incomplete Zones occur due to lack of
demand, lack of foresight or lack of money I do not know,
but, whatever the reason, drivers in these areas are left to use
their own best judgment.
