Loucks appointed to financial committee NORTH VANCOUVER City Mayor Jack Loucks has been appointed to an eight-member Greater Van- couver Regional District (GVRD) task force struck to reduce administrative and financial conflicts between the GVRD and the provin- cial government. GVRD chairman and Van- couver Mayor Gordon Campbell said the review had to be under- taken immediately because the GVRD is embarking on major capital projects that are dependent on joint financing with Victoria but are often dictated by provin- cial ministries. The task force will be asked to define the region’s decision-mak- ing and funding roles in the pro- vision of key services, including water, sewers, hospital construc- tion, land use, transportation, transit and airshed management. it will also investigate program accountability. For several years the GVRD has argued that pro- grams such as hospital construc- tion do not link funding and ac- countability. “Our experience is that when there is joint accountability there is no accountability and costs: soar,”’ said Campbell. He added that it is time to ra- jonalize services and resources if the GVRD is to keep its costs under control.
