Housing project gets go-ahead PROMISING variety of design, privacy, quality and individuality, a townhouse complex developer appeared before North Vancouver Ci- ty council seeking an area rezoning. David Birch, president of Alpha West Developments Ltd., a North Vancouver company, is seeking the rezoning of preperty at East iith Street and St. Andrews Avenue. The present property zon- ing allows for eight garden- apartment dwellings, but a previously proposed complex was never. constructed. A rezoning would be necessary to accommodate some changes proposed by the developer, including the number of bedrooms in the complex and the height of the roof. Birch told council his re- quest does not require a ma- jor rezoning of the property. The lot was rezoned in August 1982 to allow the construction of six three- bedroom and two two- bedroom townhouses, he said, which were never con- structed. In August 1985, Alpha West purchased the property. “We feel we can improve on the appearance of design, hence the use for rezoning,"’ Birch explained. Birch explained the pro- ject will be similar to one already constructed on East Keith Road by his company. There will be six two- bedroom and two. three- bedroom townhouses. “Our criteria allows the housing to more closely be related to single family hous- ing,’’ Birch said. ‘‘The point I wish to make is that the rezoning is merely to ac- commodate the design changes.” : In answer to questions from council members, Birch assured them that den- sity met with city standards although the roof would be over four feet higher than already zoned, hence the re- quest for rezoning. Council agreed unanimously to send the ap- plication to the Advisory Planning Commission for a report.
