CAP COLLEGE PRINCIPAL REPLIES Tuition hike scare may be unfounded By PAT RICH It is possible there will be no tuition fee increase at Capilano college next year according to college prin- cipal Paul Gallagher. In an interview with the News Tuesday, Gallagher responded to the cellege student society which said last week that students face an 85 per cent increase. “The (college) board is presently asking should there be an increase at all and if there should be an increase how much should it e,” Gallagher said. He said the board will have to make a decision by March but will probably decide by late December or early January. what, if any, tuition increase there will be. The board is faced with two questions, Gallagher says They are. what obligation does the board have to keep education accessible at the college has sufficient revenue to function? The student society has demanded the board prepare an accessibility study before any tuition fee increases are implemented. “The fundamental issue from the point of view of the students Is that post secondary education ought to be tuition free,” Gallagher said. But Gallagher says “the system at the present time is not a tuition free system,” although he says one of the commitments of the college is tO provide accessible education. Last week the student society held a press con- ference lo warn of a tuimon fee hike of up (o 8S per cent. This figure is based on a provincial discussion paper which recommends = an equalization of tuition fees among colleges and = in- stitutions in British Columbia. The over 80 per cent hike would bring line with the other colleges. “Our board has already advised the Ministry (of Education) that while we are in favor of equity ... it ought to be On a broader base.” He says the board feels factors other than the tuition fee rate should be taken into account. For instance the fact that Capilano college is more cost-effective in its use of revenue than other colleges should be taken into account, he says. In addition, Gallagher says the board feels the government's companson 1s inaccurate because it in- cludes the British Columbia Institute of Technology and the Emily Carr College of Art. Grouping these with the other colleges “gives an unfair picture,” and “skews the figures,” he says.
