Loucks was first elected to council in 1970 as an alderman and he took over the mayoralty from Tom Reid in 1977, winning a four-horse race — which included Dean — for the chair. Loucks ran on a platform that included establishing a low level road and developing the Fullerton Landfill. He chuckles recalling the issues which are sull in the forefront today. “Now the Fullerton Fill seems to be on the road to development and there have been some changes made to the low level road,” he said. Winning his first mayoralty election was one of his most memorable moments. “There were some good strong candidates there and | felt very fortunate to be elected,” Loucks said. “I've really enjoyed the position and I’ve learned a lot and I hope I’ve made some contributions,” he said Tuesday. In the nine times Loucks ran, he was only challenged three times — the first aad his last nwo. Prior to his entry into municipal politics, Loucks was an elementary school teacher and principal for 33 years — 31 of them in North Vancouver. He was the principal of Capilano, Eastview, Queen Mary and Highlands elemen- tary schools for the last 21 years of his educator career. Coun. Bob Fearnley recalled first meet- ing Loucks as a boy who was sent to the princi- pal’s office. “He was very nice. I remember him caiming me down,” he said.
