Coating to protect B.C. drivers from: licence forgery B.C. MOTORISTS will be the first in North America to have their drivers’ licences protected against forgery by a new thin film coating. Beginning July 4, all future drivers’ licences issued will receive the new security coating, Minister of Transportation and Highways Stephen Rogers announced recent- ly. The coating, developed by the National Research Council, will also be introduced on British Col- umbia Identification Cards. The coating is placed over key information on the‘licence such as the name, age and photograph of the driver. The coating reveals dif- ferent images when viewed from different angles, making the in- formation on the card extremely difficult to falsify. The Ministry’s decision to apply the coating is in response to rec- ommendations from police forces and the Liquor Control Review Commission who seek improve- ments to driver’s licence and iden- tification card security. This reflective material will be applied to the cards wiih the Pro- vincial Coat of Arms and the words ‘‘British Columbia’’ across the licence class, birthdate, expiry date and date of issue. The coat of arms will overlay the applicant's 4 picture to prevent substitution. This new feature is visible in a wide variety of lighting conditions by tilting the licence to reflect light. An etching of the Legislative Building will replace the photo reproduction of the buildings cur- rently incorporated on the licence. The Ministry is the first com- mercial user of this security tech- nology in North America. The film is manufactured under the trade name Identicoat by Identicard of Toronto and is applied to the cards at the company’s facilities in Vic- toria. The Motor Vehicle Department currently produces approximately 50,000 drivers’ licences and iden- tification cards per month. The film coating accounts for only nine per cent of the 78 cents it costs to manufacture a driver's licence. The department expects to issue approximately three million drivers’ licences over the next five years. The new licences will be phased in as drivers renew them and will be immediately available to new drivers.
