supports
new act

WEST VANCOUVER
Council supported the con-
troversial Young Offenders
Act, which would change the
juvenile age to 12 to 17 from
the present juvenile age in
B.C. of eight to 16 years.

The age change would
come on April 1, 1985. Addi-
tional features of the Act
would see juvemiles being
held accountable for their
behavior and being ‘‘accord-
ed the same nghts to due pro-
cess of law as adults.’’

One aspect of the new Act
which has yet to be ironed
out concerns the question of
which level of government
will handle the additional
costs once the Act is im-
plemented. Although the
federal and provincial
governments are currently
negotiating the tmplementa-
tion of the Act, it has not yet
been decided if local govern-
ments will be included in any
cost-sharing schemes.

It has been anticipated by
West Vancouver municipal
staff that policing costs of
juveniles could increase by as
much as 37 percent once the
Young Offenders Act is
proclaimed.
