When plans for redeveloping the seven fot single family Lynn Valley site were first, brought to counal in 1996, the developer Was asked to wait while die pub- hie tinalized the new Lynn Valley Plan. While that long-range plan- ning document was being devel- oped counal: finally agreed to lay Development Cost Charges against new development in the district. When the developer and owners of the Lynn Valley site realized that such charges would gat into their protit margins they lobbied council to delay the adoption of DCCs or grant them exempdon. They claimed their develop- ment was delayed at council’s request and would, if approved, have avoided DCCs, But council discovered it could not grant DCC exemptions and, ia a split vote, delayed the adoption of DCCs unal Oct. 1. It is thai deadiine that Brody Developments (the project’s third ser of developers) is attempting to meet via a fast- wack process that staff admit is “compressed” and will result in stuf analysis not being complet- ed “to the level that projects are aormally reviewed before bylaw adoption.” Staff are preparing the pro- ject’s rezoning, bylaw for the Aug. 24 council meeting.
