B4 - Wednesday, February 29, 1984 - North Shore News Ei business Some budget positives ALTHOUGH he welcomed many of the changes propos- ed in the Federal Budget, Roman Evancic, President of the Certified General Ac- countants Association of British Columbia, expressed concern about the lack of im- mediate solutions to many of Canada’s pressing economic problems. ‘*The lack of concrete pro- grams for job creation and investment incentives for the private sector, especially GEORGE CADMAN, Better Business Bureau President, last week announced that the Bureau will reduce staff by approximately 20% in March. ‘‘We expect this staff reduction to be temporary,’’ said Cadman. ‘‘The disap- pointing results of our membership drive coupled with our failure to obtain any financial assistance from the small business, were a major disappointment,’’ according to Evancic. Proposals to simplify some of the tax rules affecting small business did not meet with CGA approval. **Our Association is par- ucularly concerned about the problems faced by small business throughout this country,’’ Evancic§ said. ‘‘Any more to simplify the tax rules which affect their operations is welcome, but in B forced Provincial Government have made this action necessary. “‘Staff duties will be re- allocated to ensure that our services to the general public and our members are af- fected as little as possible. We will maintain our usual office hours.”’ ‘“‘In 1983 we answered 62,000 enquiries and mediated or arbitrated over our view the proposals do not go far enough in reducing the number of complex regula- tions which make operating a small business so difficult in the current economic climate.”’ Proposed changes in the regulations affecting the far- ming community were also crete proposals to offset the devastating effects of Section 31 of the Income Tax Act. “*Solidifying the tax free transfer rules for the family farm and the provision for the rollover of a maximum of $210,000 into an RRSP are positive steps,’? Evancic said, “*however, we would have preferred to see more specific welcomed by the Certified action taken to help farmers. General Accountants Association, although Mr. Evancic expressed disap- pointment at the lack of con- 2,800 complaints. We an- ticipate even greater demand for our services in 1984,’’ he said. Cadman said, ‘“‘We will continue to provide these ser- vices - there is no other Organization which is equip- ped to do so. The failure of the business community to respond to our request for in- to squeez The government’s propos- ed mortgage program and proposed ‘changes to the Canada Pension system were. creased support, however, will no doubt impair the delivery of service, even if only on a temporary basis.’’ The Better Business Bureau’s sub-offices in Kamloops and Kelowna, operated in co-operation with the Chambers of Commerce will continue in operation for the time being. It re- quires immediate examina- tion and revision, not a vague promise of future action.”’ As far-as- the proposed mortgage program is conern- ed, it will provide little benefit for most home- owners, according to Evan- cic. He noted that the new benefits can be best achieved only through long term mor- tgages, uncommon in today’s marketplace.
