THE NDP government faced high expectations of its

provincial budget Last week. Tax breaks to stimulate

business and to help with job creation were widely antic-

ipated while the government's allies in labor wanted cash

thrown at the health-care and school systems. Could new

Finance Minister Joy MacPhail come up with anything to

\, _ aid a failing resource economy while planning a diversi-

ingutring fied furure in high-tech industries? Well there were some

reporter tax cuts for both individuals and small businesses, and

$331 million more for health and education. But oppo-

nents and business leaders have said there is little here to

provide a real kickstart for the economy. Indeed, the government predicts an econom-
ic growth rate of 0.9% while basing revenue projections on a growth rate of 0.3%.
Bottom line: the government predicts an operating deficit of $95 million while ignor-

ing Crown corporation debt that pushes that figure to a staggering $949 million.
